Nathan Burrell Cook
Faithful Educator; Superintendent of the Escambia County Public School System(1884-1912)
Submitted by John Appleyard
Nathan Burrell Cook was born in Lowndes County, Alabama, in 1835. Following training as a pharmacist, he served in the Sixth Alabama Regiment, Company M, during the War Between the States, and he saw action in the Virginia campaigns. Following the war he married Miss Sallie Johnson, and the couple proudly raised four daughters and one son. Following the war Cook became deeply interested in education, saying that his wartime experiences showed him the importance of training young minds. Between 1865-1885 he was identified with his original profession but also began offering his services on a voluntary basis as a teacher. Into the 1880s the Escambia County Public School System was in its infancy, with an appointed school board and appointed superintendent. The system, created with the new state constitution of 1867, had virtually no state support and was dependent upon local property tax levies. The first several superintendents, appointed by governors, were not successful in their roles. In 1885 the new school board members (who unfortunately cannot be identified except for chairman George Hallmark) chose Cook as the new superintendent after he placed his name in nomination. That year the entire system had a budget of $5,000.
Cook recognized the need for funding, for teachers with proper training and experience, and a strong effort to bring rural students into classrooms. His recruiting brought such successful educators as Prof. John Patterson, Prof. J. B. Lockey and Prof. J. M. Tate into the system, along with Pauline Reese and the Misses Yniestra, Clubbs, Suter and McReynolds. Cook also was responsible for obtaining quality readers and textbooks for students, and for establishing a curriculum. The first high school was established during the early years of his administration.
A second high school opened ten years later.
During Cook's twenty-eight years as superintendent, he worked with board members such as A. V. Clubbs, William Fisher, Elijah Ward and H. L. Crabtree. A system of wagon transport for rural students was established, and a cooperative plan was created to bring country schools on board. In this plan parents of a given area would agree to build a one- or two-room building and provide board for a teacher if the school board would furnish the teacher. In that way the system began to expand, despite the fact that farm families would spare their children only limited months each year, times when their work on the farm would allow.
By the turn of the 20th century, in concert with state Senator W. A. Blount, Cook had gained passage of a state bill which provided that all children were entitled to free education through the 12th grade. (This was FREE, not compulsory, education.) Emphasis was made on schools and training for minority children, and Cook consistently pushed for tax reform to gain broader school funding. By 1904 the local system had 5,000 students. However, Cook remained opposed to free textbooks, feeling that children possessed a more critical interest in subjects when they actually owned their books.
Early into the new century Cook's work, abetted by board members A. V. Clubbs, Elijah Ward, and A. C. Blount, Jr., resulted in budgets which had grown to the point where better qualified teachers were receiving up to $60 per month, and the superintendent himself got $75, plus rail tickets to visit north county schools and feed for his horse for other travel.
Cook continued on, year after year. Then, in early 1912, the legislature passed a bill making the superintendent's position elective for all counties. Cook qualified as a candidate but refused to campaign, saying, "The people know me and what I stand for." His opponent was the system's bookkeeper, A. S. Edwards. Cook, by then, was 77 years old, and perhaps Edwards' youth was a factor. In any case, the challenger won, and Cook gracefully retired from the position, never to surface in public office again. He died the following year, and was interred in St. John's cemetery.
N.B. Cook is buried in St. John's Cemetery 2 North Section 21.

"School superintendent Cook made impact in Escambia by John Appleyard
In considering the Escambia County School District historically, the career of one man stands out. This individual did much to put education on the right road, and in serving 28 years as superintendent, he established a record of tenure which has never been approached.
That man was Nathan Burrell COOK.
Florida's legislative council made basic provisions for a school system, county by county, in the early 1820s. However, there was no territorial educational authority, and all operations were left to local sources. As a result, Escambia County had - literally - no public schools in antebellum days. There were several small private schools or academies, but the majority of children who gained training were taught at home.
Following the War Between the States, a new Florida Constitution made a provision for state supervision of schools, but again much of the function remained in the hands of local citizens. There was no state funding, only land provided whose use might generate operating funds. However, in Reconstruction days such a measure provided little income. The state superintendent and governor appointed local superintendents, and thus an Escambia County system did begin, but very, very slowly in the 1870s. What classes there were, were held in rooms in private homes. Teachers, poorly paid, were difficult to find, for in that time very few women completed more than a few grades of school.
In 1885 the county enjoyed good fortune. A new board was created, which included successful business leaders P.K. YONGE, A.V. CLUBBS and A.C. BLOUNT. These men secured the appointment of N.B. COOK, who was from Alabama and pre-war was trained as a pharmacist.
By 1885 Pensacola itself had 10,000 residents, and lumbering activities had cleared much nearby land, permitting a wave of movement into family farm agriculture. That meant that many remote communities had numbers of scattered students, while in the city, schools could be established around neighborhoods. COOK and his board concentrated upon construction of neighborhood schools, and regional ones in rural areas. Often, these were one room.
In the country communities, the new superintendent encouraged families to work cooperatively to erect school buildings. With a facility in place, the board would engage a teacher if the neighbors would provide room and board. Farm families would share the chore of using their wagons to carry children to and from school.
COOK recognized the need to recruit quality teachers. His list of successful additions included professors TATE and LOCKEY, and teachers whose names would be long remembered: Annie Mae McMILLAN, A.K. SUTER, Occie CLUBBS, Allie YNIESTRA and more. COOK also pressed for school modernization and for consolidations during his tenure.
When the office became an elected one in 1912, COOK was defeated by a younger opponent. But COOK would be chosen to be both city and county voter registrar, and maintained those works until his death in May 1917."
John Appleyard, a local author and historian, founded the John Appleyard Agency.

"It was quite an exciting day for history and quilt buffs as the "South Carolina Secession Quilt" was sold at auction in Mountain City, Georgia. Greg Peters of Golden Memories Auction Company handled the sale at his gallery, which was filled to the brim with wonderful southern furniture, artwork, baskets, and quilts for this New Year's Day 2003 auction.
Greg had been given the commission to sell the secession quilt directly from the family of the maker, Mrs. Philip Drury Cook of Fairfield County, South Carolina. The 108" X 108" quilt was made over a period of 6 months, which seems absolutely impossible. Mrs. Cook's husband was a general in the Coast Artillery of the Confederate States of America and she was left to run the plantation and raise four children in his absence during the war years. The all-white quilt is made from an unseamed piece of hand-woven cambric with a central medallion of an eagle with wings resting on cornucopias, which spill over with fruits and flowers. Much of the design is done with trapunto. The quilt also contains many names directly involved in the Carolina proslavery secession movement and four governors of South Carolina during the nullification period and the seal of the state.
The quilt itself survived the trials and tribulations of the war as it is said to have been wrapped around the family treasures and buried to protect them from Sherman's approaching army. Another beautiful floral quilt made by Mrs. Cook was not hidden and was cut into saddle blankets by Sherman's troops.
The bidding on the quilt was quick and exciting. The opening bid was $10,000 and the bids progressed in $10,000 increments until the final bid of $67,500 was hammered down, all within a minute and a half. Four of the bidders were on telephones. The buyer, a 35-year-old gentleman from Tennessee (he was raised in Greenville, SC) is a private antique collector. He is in the process of building a southern plantation home and will display the quilt in his new home.
...
The Secession Quilt was also featured in the book "Quilts in America" by Patsy & Myron Orlofsky, published in the mid 1970's.

For those who may have missed all the hype and excitement, on January 1 a rare southern quilt treasure left the family of its origin and was sold - for $74,250 (including 10% buyer's premium)!!
This was the so-called Secession quilt, made in 1860 in South Carolina. The quilt was made by Jemima Ann Thewitts (Williamson) Cook, whose husband was Philip Drury Cook, of Fairfield County. It is a linen whole-cloth quilt, 108" square, with intensive and very elaborate quilting forming all of the design. In the center is an eagle with wings spread, above which are Lady Liberty and other symbols and words pertaining to patriotism. The word "Secession" appears near the top, as well as the last name of a popular SC slave-holding secessionist. The names of 4 former governors, and the quiltmaker's husband's name, are worked elsewhere in the quilt. (Her husband was a general in the Coast Artillery, CSA). Elaborate cornucopias , vines, stars, florals and other motifs fill the design field, and are corded and stuffed. Hand knotted fringe frames all 4 sides.
Although badly treated and harshly handled during and after the Civil War, the piece survived being buried with the family silver in a wooden box in the ground, and washed repeatedly on its reemergence.
If you have access to a copy of Orlofsky, Quilts in America, the quilt is described and shown on pp. 190-193.

Philip's father and brother, John COOK, Sr. and John COOK, Jr. witnessed the deed.
Page 96 of the source above shows in Hancock County, Georgia Wills and Estates, that Philip Cook was born in 1775 at Cook's Ferry, Broad River, Fairfield District, South Carolina. He was a son of Revolutionary War Soldier, Capt. John Cook and Martha Ann Pearson. Philip, his father, and others family members migrated to Hancock County, Georgia before July 4th, 1794, when Philip Cook purchased of 287.5 acres of land on Rocky Creek in Hancock County from John Liddell Dixon. Philip's father and brother, John Cook, Jr. witnessed the deed.

On 5 June 1798, Philip Cook, John Cook (Jr.), and John Harbert were the administrators of the estate of Capt. John Cook. John Regan was Security, with a bond for 3000 lbs Sterling. ["Some GA Co. Records, Vol. I" by Rev Silas Emmett Lucas, Jr., Southern Historical Press, 1977, p. 96]
In Hancock County, Phillip Cook witnessed the 8 Dec 1800 will of Levi Daniell, husband of his sister, Martha Pearson Cook. [Hancock County, Georgia Wills and Estate Records, page 6]
By 1810, Philip was the sheriff of Baldwin County when he carried out the sentence of the court in the "The Ducking of a Scold." recorded by Leola Selman Beeson. "An old woman, the annoyance of her neighborhood in town, was tried before Judge (Peter) Early(of the Ocmulgee Circuit) and sentenced to be ducked. The sentence was executed by lashing her to a stock fastened to a gig which was run out from a flat into the river. Major Phil Cook, the Sheriff, executed the judgment of the court. The impression on my memory of this event is very clear, but the ducking did not abate the nuisance." [History stories of Milledgeville and Baldwin County by Leola Selman Beeson, Macon, Ga.; J.W. Burke Co., 1943, p. 14]
"The new chapter [of United States Daughters of 1812] was named for Major Philip Cook because of his distinguished service in the 3rd Regiment at Fort Hawkins during the 1812 period. Fort Hawkins was then an outpost of civilization in Georgia where only Indian tribes inhabited lands west of the Ocmulgee River. Captain Cook became the Commander of the Fort in 1812. The 3rd Infantry had 73 men stationed there on 6 Jun 1812. On August 15, 1813, Cook was promoted to Major and in November 1814, there were 210 officers and men serving under Major Cook. Cook commanded the 8th U.S. Infantry. It is certain that Major Cook was commandant at Fort Hawkins at least as late as Nov 16, 1814, and he was probably still in command until his discharge on June 15, 1815." [Source: Major Philip Cook Chapter U.S.D. OF 1812 Minutes, 1944]
"Fort Hawkins - Wilderness Stronghold" says that COOK commanded the "8th U.S. Infantry" and "In November [1814] an army of 2,500 militia were mustered in at the fort" by him.
Major Cook's family resided with him in Fort Hawkins. In 1813, his wife, Anna "Nancy" Martha Wooten, gave birth to their first child, Martha Pearson Cook, said to be the first white child born in the territory which would become Bibb County in 1822. About 1815, Philip and family moved to Twiggs County, Georgia. Among his and Anna's children are Mary Lawrence in 1815, Philip Cook, Jr., in 1817, and John Raiford Cook in 1822. Of his daughters, Martha Pearson married Isaac Winship from Massachusetts, and Mary Lawrence married Dr, Creed Taylor Woodson. of his sons,Philip married Sarah George Lumpkin, and Dr. John Raiford Cook married Lavinia Adeline Hollinshead.
"Two of his sons attained distinction: Dr. John Raiford COOK, a Confederate surgeon, and [Brigadier] General Philip COOK, a gallant soldier and civilian who served Georgia on the tented field, in Congress and as Secretary of State..." His grandson Philip III was also a Secretary of State of Georgia. [Georgia's Landmarks, Memorials and Legends, Lucian Lamar Knight, p. 600]
In 1829 Major Philip Cook was appointed "Principal Keeper" of the Georgia State Penitentiary in Milledgeville, Georgia.
In 1832, Philip was widowed when Nancy died after an extended illness.
An obituary of Major Phillip Cook published 23 November 1841states "At his residence in Twiggs County, Maj. Phillip COOK in his 66th year. He held in his long and worthy life several public offices in all of which he discharged his duties with great fidelity. Nov 23, 1841."
Philip is buried in Hawthorne Ridge Division, Rose Hill Cemetery, Macon, Bibb County, Georgia. A picture of his monument is on Find A Grave Memorial# 8275943 created by Evening Blues on Jan 13, 2004:

BIOGRAPHY
Born on July 31, 1817, in Twiggs County, Georgia; Philip Cook was the son of Virginians in Georgia. After studying at Oglethorpe University, he graduated from the law school of the University of Virginia in 1841. Until 1861, he lived in Madison County, Georgia. In early 1861, he volunteered as a private in the 4th Georgia Infantry. After being sent with the regiment to Portsmouth, Virginia, he became its adjutant . Having fought in the Seminole Wars, Cook had enough experience to help him during the regiment's Virginia Peninsula campaigns. By the end of the Seven Days' Campaign, he had obtained a position as lieutenant colonel of the regiment. After being present at the Second Battle of Bull Run and Battle of Antietam, he was promoted to colonel. Leading the 4th Georgia, he took part in the Second Battle of Fredericksburg and the Battle of Chancellorsville. He was wounded in the leg, and was cited for gallantry. After taking three months off for rehabilitation, he returned to the field, and took a leave of absence to sit in a session of the Georgia legislature. Cook took over brigade command when Brig. Gen. George P. Doles was killed at Cold Harbor in June of 1864. Cook was wounded again at the Siege of Petersburg, then fought under Maj. Gen. Stephen D. Ramseur at Cedar Creek. After his return to Petersburg, Cook was wounded a third time, this time in the arm, during an 1865 aborted Confederate attack on Fort Stedman. During the last weeks of the war, Cook was recovering in a hospital, and was captured when the area was evacuated on April 3, 1865. After General Lee's surrender, Cook moved to Americus, Georgia, where he set up a law practice and was active in politics. Serving in the US House of Representatives from 1873 to 1883, he became Georgia's secretary of state in 1890 and was part of the commission that built Atlanta's state capitol. Cook died in Atlanta, Georgia on May 21, 1894.
From "A Brief History of Cook County Georgia" (http://www.geocities.com/CapitolHill/Embassy/1221/histpj.htm#life) LIFE OF COLONEL PHILIP COOK
Philip Cook, soldier, was born in Twiggs County, Georgia, July 31, 1817. He sprang from a soldiery and distinguished lineage. His great-grandfather Cook was a wealthy citizen of Brunswick County, Virginia. His grandfather, John Cook, was a Captain in Colonel William Washington's calvary legion, and married Martha, of the noted revolutionary family of Pearsons.
His father, Major Philip Cook, 8th U. S. Infantry, who was stationed at Fort Hawkins, Ga., about 1812, wedded the gifted beauty, Anna, daughter of Major John Wooten who was killed at Fort Wilkinson in 1812.
General Cook was graduated from Oglethorpe University and began the practice of law with Zach Harmon in Forsyth, Ga., in 1841. He bought a farm in Sumter County in 1843; settled later in Lanier, and removed thence to Oglethorpe, to practice law until 1869, when he took up his residence in Americus, living there until a few years ago, where he made his home on a plantation in Lee County.
He was state representative in 1854, and state senator in 1859, 1860 and 1863. Enlisting in 1861, a private in the Fourth Georgia Infantry, he became Lieutenant, Adjutant, Lieutenant Colonel, Colonel and Brigadier. After the war he was in President Johnson's reconstruction Georgia constitutional convention; elected national representative in 1865 to the thirty-ninth congress, but excluded by political disabilities, and in 1872, 1874, 1876 and 1880, to the forty-third, forty-fourth, forty-fifth, forth-sixth and forty-seventh congresses; appointed Georgia Capitol Commissioner in 1882, and in 1890 appointed and then elected Georgia Secretary of State, which position he continued to hold up to the time of his death.
General Cook has been an excellent lawyer, heroic general, valuable legislator, and in all private relations a model citizen. His war career was signally gallant and distinguished. He won by rapid strides the splendid sobriquet of "The Old War Horse." His brave conduct carried him at one leap from Adjutant to Lieutenant Colonel.
At Malvern Hill he was badly shot through the body; and again at Chancellorsville was so desperately wounded that amputation was at one time necessary, and after four months he went to the State Senate and returned to service on crutches, having to be assisted for months into the saddle, and still never missed a battle. His brigade, with the sharpshooters of his division, led the attack on Fort Stedman, and he was badly wounded after his men had taken it, and got some distance into the Federal lines.
When Petersburg was evacuated, he was left behind disabled, and paroled four months after the war. His activity was even somewhat impaired from his wounds, when he passed away.
In Congress, while Chairman of the important committee on public building and grounds, from both houses, together with the architect of the Capitol, were appointed commissioners to erect the annex to the National Museum.
General Cook was the embodiment of manly courage, combined with strong common sense. He was married in 1842 to Miss Sarah Lumpkin, who died in 1859. He has two children, Philip Cook, Jr., and Mrs. Lucy Peel, an intellectual and social leader of Atlanta society.

Obituary:
DEATH OF GEN. PHIL COOK
Gen. Phil Cook, secretary of state, died very sudddenly Monday morning at ? o'clock at the home of his daughter Mrs. Peel, in Atlanta. He took a violent cold Saturday but was at his work all day. Saturday night he was at the table with his family and ate a hearty supper. About midnight he summoned his daughter and seemed in great pain, breathing with great difficulty. Before a physician could reach his bedside he was dead. Gen Cook was born in Twiggs Co. in 1817. In 1846, he came to Schley Co.(then Sumter) and taught school at Pondtown.
He was married to Miss Lumpkin, a sister of our townsman Mr. Jno. Lumpkin and lived for several years at what is now known as the Seay place, about a mile from Ellaville. The old house is still standing, surrounded by stately magnolias. Gen Cook was one of the bravest men in battle and he carried upon his body many scars. He took part in all the principal battles engaged in by the Army of Virginia and was always at the head of his command. Georgia did not turn against this brave son in his old age and he died in office with honors clustering thick around him. His remains were interred at Rose Hill Macon by the side of his wife.

A Revolutionary War service record: "HARBIRT, John. Fifteen days as horseman at Congarees and forty-two days as footman at Orangeburgh under Col. [Thomas] TAYLOR." A record for John's father, Lt. Thomas HARBIRT is also listed here. [Green's "History of Richland County South Carolina, p. 96]
John HARBIRT married Sarah COOK, daughter of Capt. John COOK of Fairfield County, South Carolina.
John HARBIRT is named in the 1790 census of Fairfield County, South Carolina, "1 1 3 - -." [Series: M637 Roll: 11 Page: 157] He is believed to be the same John HARBIRT later found in Hancock County, Georgia living as neighbor of Capt. John COOK, James DANIELL, and others from Fairfield District, South Carolina who also claimed Revolutionary War bounty land there.
John HARBIRT and his brothers are named in the 2 April 1799 LW&T of their father, Thomas HARBIRT of Hancock County, Georgia: "Item give and bequeath to my sons John, George, and Thomas HARBIRT, one tract of Land containing two hundred and twenty - six acres Lying on Town Creek. And also sixteen Negroes (Viz. Peter, Cloe, Jack, Hannah, Vilet, Jacob, Bob, Hal, Sam, Reuben, Chaney, Ellis, Big Sam, Siller, Peter, Salley) to be equally divided between them..." This Will was witnessed by Levi DANIELL, the son of James DANIELL from Fairfield County, South Carolina.

Being part of a tract containing five hundred and fifty Acres granted to John HARBIRT the Second day of December in the year of our Lord one thousand seven hundred and ninety nine.
"October 15, 1801 Georgia Gazette: Elections of Members of the General Assembly on Monday the 5th instant. For Hancock County: Henry MITCHELL, Esq., Senator. David ADAMS, John HARBIRT, and Boling HALL, Esq's, Representatives. [http://www.georgiagenealogy.org/hancock2/news%201795%20-%201819.html]
"...at some point (don't remember exact year) while John HERBERT was still in GA, he published an announcement in the newspaper explaining that he had for many years been known as "HARBIRT" but going forward would be "HERBERT." He said that his father had originally been "HERBERT" but over the course of years had drifted away from the family and the name had gradually changed to "HARBIRT." Sounds like he wanted to reconnect at least by name with his family." [Alexis Spiritas, 3/10/2009]
