He studied Mining Engineering at the University of Kentucky, Class of 1913, and Architecture at Columbia University, Class of 1916. He practiced architecture at Vanceburg, than worked in architecture offices in Cincinnati until the United States entered the war against the Central Powers. He entered the Military service at Camp Taylor, Kentucky on 20 September 1917, assigned to the Infantry. On 16 October he was transferred to the Engineers, promoted to Corporal and Sergeant and on 30 January 1918 sent to Engineer Reserves Officer Training Camp, Camp Lee, Virginia. He was commissioned 2nd Lt. Of Engineers, N.A., on 18 March, sent to Camp Humphrey's, Virginia in April and trained Engineer replacements until 9 August when he was given command of 250 replacements to train, equip and take overseas. He delivered them at Angiers, France and was assigned to the 40th Engineers (Camouflage) with the 1st Army. After Armistice on 11 November, his regiment assembled at Dijon and prepared to go home. Wishing to see something of Europe, he asked for a transfer. He was assigned 1 January 1919, to the 314th Engineers, Kyllberg, Germany, later to the 302nd Engineers, Sable' France, the A.E.F. Art Training Center, Bellevue, and to G-5 (A.P.) G.H.Q., Paris. After seeing the Victory Parades in Paris and London he was returned to the United States and honorably discharged at Camp Taylor, 3 October 1919.
In November 1919 HALBERT moved to New York City where he worked in various architectural offices until 1925 when he opened his own architectural office in New Rochelle, New York, which he has operated since except for time out for military services.
He was the founder of the Westchester County Society of Architects, 1929, and held various offices including President (1938). In 1945, when the Society dissolved to affiliate with A.I.A. he joined the Westchester Chapter, American Institute of Architects. Elected President, 1951. He is a very active member, served as Director for a number of years and Chairman of many important committees, including Chapter representative of the National Preservation Committee. In this connection he has been able to forward to Historic American Buildings Survey, of the National Park Service, Washington, many valuable drawings, photographs and reports on local historic buildings. He has also published articles of historical interest in the Quarterly of the Westchester County Historical Society and other publications.
He has been a reserve officer since 1923 in the Corps of Engineers. He was ordered to active duty 1 May 1933, with the Civilian Conservation Corps and was in Camp in Montana, Utah, Mississippi, New York and New Jersey, generally as a commanding officer. On release, 15 November 1935, he returned to New Rochelle and reopened his office. On 18 May 1942, he was ordered to active duty and assigned to the New York Engineers District, stationed at Stewart Field, Newberg, New York. Appointed Operations Officer under the Area Engineer, he had charge of all field operations (including labor relations) in the construction of two auxiliary fields and other construction at West Point moving 9 million cubic yards of earth was part of the job. In August he was transferred to Somerville, New Jersey and put in charge of building a Quartermaster Depot. This included warehouses totaling 1,200,000 square feet of floor space, headquarters and other buildings, a million gallon reservoir, 7 miles of railway, etc. he turned the post over to the Quartermaster Corps on 31 October, about 85% completed. Assigned to Fort Belvoir, Virginia, he took a camouflage course and was assigned to the Camouflage Section of the Engineer Board. In April 1943 he was assigned to the Army Air force at Sheppard Field, Wichita Falls, Texas. On arrival he was appointed Camouflage Officer for Basic Training Center No. 3, a position he held until relieved from duty in February 1946. He received letters of commendation from Major Generals John F. Curry and J. E. Chancy and Brig. General A. Hornsby which entitled him to the Army Commendation Ribbon with pendant. He was promoted to Major, 11 February 1946.
Returning to New Rochelle he reopened his architectural office. He has been married 3 times: (1) 1915, Mary Jane Cole, 1897-1917, no issue; (2) 1924, Rowena Anne McEWAN, divorced 1941, no issue; (3) Norma G. HALBERT, son, William Carter, Jr., born 1944.
The history of the descendants of Isaac HALBERT and their connections was started around the turn of the century by William Clarence HALBERT and was compiled from public and private records, where available, recollections of old timers and other sources. Destruction of family records and the death of persons who could have supplied accurate information long before the start of this inquiry left many gaps which are hard to fill. The original history was carried thru until about 1920 and formed the basis of this genealogy. About 1946 collection was resumed by a son, William Carter HALBERT, and only daughter, Frances Aileen, wife of James Dallas Atkinson, of Greenup, Kentucky, who were also developing the Atkinson Family genealogy. All sorts of public records were searched in Kentucky, Virginia, Maryland, etc., as well as those of historical and genealogical societies in Kentucky, Ohio, New York and elsewhere. Hundreds of letters were written to relatives in those states and in Arkansas, Texas, etc., and accurate information obtained on long missing branches of the family. After information was considered fairly complete genealogical charts were made up and lettered on convenient sized sheets by William Carter HALBERT who also wrote the accompanying genealogical history of the HALBERT's, Bate's, Betts, etc. this history was meant to cover such facts or accomplishments as can be found in the records."
The above Genealogical History can be found in the: Library of Congress, Miscellaneous HALBERT's and others Pre-Revolutionary Records, (Isaac HALBERT 1750-1825, and Descendants. CS71.H16 1955. If so, Lena E. born Sept 1879 per the 1880 census may be Edna P. in 1900 census, but the given birth dates, Sept 1879 in 1880 and Sept 1880 for Edna in 1900 conflict. If not the same person, Lena E. may have died young and Texanna had six children, five living.

"Keziah gave no children to her hard drinking husband Alexander Joseph McLean Brevard, and left him after only a few years of marriage. Her husband followed her to Oldfield and stayed there until he was institutionalized in the South Carolina State Mental Hospital. Keziah's marriage was full of "grief and disappointment, [and] possibly even physical abuse." 9 After Joseph's death in 1842, Keziah received all properties he had owned within the State of South Carolina." (http://www.eaglemountainministries.org/raceandgender.htm.)

General Notes: Wife - Keziah Goodwyn HOPKINS

Keziah G. HOPKINS, daughter of James HOPKINS and Keziah GOODWYN, married Alexander Joseph McLean BREVARD on 26 Apr 1827. Keziah G. BREVARD was the executrix of her father's October 12, 1841Will and was the only beneficiary thereof.
"Although most slaveholders were males, there was in 1860, on the eve of the Civil War, a wealthy fifty-seven year old widow by the name of Keziah G.H. Brevard who owned and managed more than two-hundred slaves just outside of Columbia, South Carolina. The significance of plantation mistress Keziah Brevard lies not only in her struggles with the morality of slavery, the secession movement in South Carolina, the election of 1860, the horrors of miscegenation, and her absolute hatred for abolitionists, but also in her endeavor to reconcile her deepest religious ideals in the face of these sweeping events on the eve of the dissolution of the well-entrenched Southern way of life. An exploration of Keziah Brevard’s diary demonstrates how a successful businesswoman and planter managed to increase her land holdings, slave holdings, and agricultural production in the 1850s. She was the exception and not the rule in that she as a widow owned and managed two large South Carolina plantations, a smaller farm, and a house in nearby Columbia, South Carolina.
Keziah Goodwyn Hopkins Brevard, the daughter of James Hopkins and Keziah Goodwyn, was born on March 9, 1803 on the Oldfield plantation nine miles southeast of Columbia, South Carolina. Her mother, the widow of James Goodwyn, had three children from this marriage. Sarah, wife of wealthy Columbia merchant Ainsley Hall, was the most prominent of the children. Her parents, James Hopkins and Keziah Goodwyn had five children-three boys that died very early and two girls named Keziah, and Caroline. Keziah was educated at Minervaville Academy and at the Columbia Female Academy northeast of Columbia, South Carolina. Keziah and Caroline married prosperous brothers in the early 1820's and moved away to raise their families. Caroline bore two sons that died at birth, and she never recovered from the loss of the second son and died herself in 1828. Keziah gave no children to her hard drinking husband Alexander Joseph McLean Brevard, and left him after only a few years of marriage. Her husband followed her to Oldfield and stayed there until he was institutionalized in the South Carolina State Mental Hospital. Keziah’s marriage was full of “grief and disappointment, [and] possibly even physical abuse.” 9 After Joseph’s death in 1842, Keziah received all properties he had owned within the State of South Carolina. Now living in her father's Sand Hills home, the property she received helped her become established within the community. In 1844 her father died and she inherited 2,000 acres of land, many slaves, and a large sum of money.10
Keziah was well provided for by her father and husband, and she used good business practices to expand her land holdings and make a name for herself in Columbia. The diary of Keziah Goodwyn Hopkins Brevard seems much more personal than most diary literature of the same time. The diaries of Clarice Hewitt, Fanny Kemble and others show that certain names were marked over or left out intentionally in order to avoid damaging reputations. Mary Boykin Chesnut kept her diary throughout the entire Civil War, and only later did she edit herself out of it in order to remain anonymous. Mary Chesnut made several libelous entries in her diary that may have been damaging to selected individuals. Keziah, in many cases, crossed out names, abbreviated them, and often made short entries in order to save time and space.
Keziah was a very sincere, direct, candid and forthright when it came to writing about matters such as secession, abolitionist, religion and slavery; she wrote from her heart and wasn’t the slightest bit concerned with what the outside world might think. In her diary she writes about Abraham Lincoln and the election of 1860. She wonders what the politicians are talking about at the secession rallies at the Capitol in Columbia and how the population is reacting to the idea of leaving the Union. She wonders how secession will affect her and her slaves and is afraid of what may happen if the abolitionists have their way. She writes over and over again about the triple evils of outside agitators and northern abolitionists. On November 9, 1860, Keziah writes of her fears and consternation concerning the election of Abraham Lincoln; she prays that "God would thwart his election."11 On November 14, 1860, she writes this treasonous statement: “I wish Lincoln and Hamilton could have died."12 This should not, however, be construed as individual hatred for Lincoln; essentially, she is expressing her fear of what will surely happen if he and the abolitionists are able to gain the upper hand. The abolitionists would free the slaves and possibly kill their owners; this was a constant fear held by those living in the South at this time.
With her death in 1886 Keziah left quite a legacy behind. Her father had given her about 2,300 acres of land and in her 83 years. She nearly triples her estate, leaving 6,710 acres to her heirs. Her business sense helped her to triple her land holdings, and make quite a sum of money. She was a woman of many astonishing accomplishments" (http://www.eaglemountainministries.org/raceandgender.htm. General Notes: Husband - William Madison COLLINS, CSA

William Madison Collins was born in 1827 in DeKalb County, Georgia, attested to in his Confederate Pension Application, dated 2 February 1897. Confusion about his birth date was caused by information on his death certificate, number 32491, which records his age as 110 years when he died on 5 December 1926 in Woodbury, Meriwether County, Georgia. This placed his birth about 1816. [Death Certificates, Vital Records, Public Health, RG 26-5-95, Georgia Archives, Digital Collection Georgia Death Certificates, Filename 004179378_00298.jpg] Censuses from 1850 to 1910 consistently show his birth about 1827. The 1900 census records his birth in "Dec 1827." Using this birth month and year and his date of death, William was about age 99 when he died. Newspaper articles state William Madison COLLINS died either at age 110 or days short of 112.

William's parents have not been proven. Robert Frigo speculates they were Benjamin Collins and Sidney Foster who married in Hancock county in 1811. A FamilySearch.org record lists the marriage of Benjamin Collins to "Liddey" Foster on 26 September 1811 in Hancock County, Georgia. "Liddey" may be an error in reading "Sidney" in the original handwriting in this record. ["Georgia, Marriages, 1808-1967," index, FamilySearch (https://familysearch.org/pal:/MM9.1.1/FWDW-24T : accessed 12 Mar 2013), Benjamin Collins and Liddey Foster, 26 Sep 1811.]
More records lead to speculation:
1. "Georgia marriages to 1850"
Benjamin Collins married Sidney Foster on 26 Sep 1811 in Hancock County, Georgia.
2. "Georgia marriages 1699-1944"
Benjamin Collins married Siddy Foster on 26 Sep 1811 in Hancock County,Georgia.
3. Same Benjamin?
"Georgia marriages to 1850"
"Benjamin J. L. Collins" married Kizia Foster on 29 Jun 1814 in Hancock County, Georgia.
4. "Georgia marriages 1699-1944"
"Benjamin John Da Collins" married Kizie Foster on 29 Jun 1814 in Hancock County, Georgia.
"This last record is taken by at least one researcher to mean that Sidney Foster may have died early in her marriage, and her widowed husband married her sister. I will attach that researcher's notes below this message, since I've copied a lot from the page. (The link is still good, but I have not traced through the pages to find the author.) An early death of Sidney Foster would obviously not square with her appearance in the 1850 census, but I don't know whether it is conjecture or established by documentation. Another interesting thing in this researcher's notes is the Truitt name showing up in the Foster family -- recall Eli Collins and Nancy Truitt are Freddy Collins' favored candidates for parents of William M. Collins." [Robert Frigo]

3. The orphans of Benjamin Collins were successful in the 1827 Georgia land lottery drawing. Born in 1827, William may have been their youngest child. Benjamin's date of death is not known to this compiler. Sidney was about age 35 in 1827. Sidney Collins, age 58, is in the household with William Collins, 22, in 1850.

William and family have not been identified in the 1830 or 1840 censuses.

The 1850 census, Meriwether County, Georgia, lists William W. [sic] COLLINS, 22, and wife, Nancy A. COLLINS, 24, no children, reside in the household of her parents, Peter and Charity BRIDGES, 44 and 43 respectively. Sidney COLLINS 58, female, born in North Carolina, is also in the household. William M. COLLINS married Mary Francis [Maddox] BRIDGES on 8 November 1869 in Meriwether County, Georgia. In 1870, William M. COLLINS is married to Mary Frances MADDOX, 32. Mary's children by Edmun R. BRIDGES are in his household. Did Edmun R. die in the War Between The States? Was Thomas S. called Sydney? Was the daughter Mary called Dolly? Edwin[?] not yet born? He was age 11 in 1870 but actually younger, not recorded in the 1860 census. Nancy A. BRIDGES was the sister of Edmun R. BRIDGES. William M. COLLINS was an uncle by marriage to Edmun's children and their step-father as well.

In the 1910 census of Gill, Meriwether County, Georgia, William M. and Mary COLLINS live by themselves and are 82 and 73 years of age.

William has not been located in the 1920 census. He outlived Mary who died between 1910 and 1926.

There are informant errors, highlighted in bold print below, in the information on William's death certificate, File No. for State Registrar 32491. From this certificate:
William M. COLLINS, estimated born in 1816, in Gwinett County, Georgia, died 5 December 1926 in Woodbury, Meriwether County, Georgia, at the age of 110 years. He was a widower and resident of New Woodbury, Georgia. His father's name and birthplace was not known. His mother was Nancy COLLINS born in Gwinett County. Informant was J. L. Heard of Woodbury, Georgia. William was buried in Bethersday [sic] Church Cemetery on 6 December 1926. NOTES:
1. On his Confederate Pension Application, William attests to his birth in 1827 in DeKalb County, Georgia, making his age about 99 when he died.
2. William's first wife was Nancy A. Collins, nee Bridges. She died before 8 November 1869. "Nancy Collins" being named as William's mother may be an informant's memory error.

William M. COLLINS is buried in the Bethesda United Methodist Church Cemetery, Manchester, Meriwether County,
Georgia. Find A Grave Memorial# 24180909 created by Mike Dover Jan 26, 2008, maintained by "tommyandjodie", as of 5 May 2012, shows a picture of William M. COLLINS' Confederate service headstone. There are no dates on this marker.

The Find A Grave memorial lists his birth on Dec. 9, 1815 and his death on Dec. 15, 1926. This birth date appears to have been derived from the death certificate information. Conversely, it may be the known birth date of another William Collins.

This obituary is also on the memorial:

"UNCLE BILLIE" COLLINS
HOGANSVILLE, Ga., Dec. 5.(AP) "Uncle Billie" Collins, 111 years old, died here today at the home of his grandson, Carl Hay, with whom he had spent the last few years. He had been active up until a year ago, although blind for some time.
He was born in Alabama, but spent most of his life in Meriwether County, Ga.
At the age of forty-five, he entered the Confederate Army and served throughout the four years of the Civil War, being credited with having borne the late Judge William T. Newman, of Atlanta, off the battlefield when the latter was wounded.
He is survived by fifty-five grandchildren and 230 great- and great-great-grandchildren.
Funeral services will be held Monday afternoon and he will be buried at Bethesda Church Cemetery near Manchester.

A "GRANNY COLLINS" is buried in the same plot as William. From pictures on the Find A Grave memorials, she appears to be two spaces left of William. Per a post by "hudsontodd" on http://boards.ancestry.com/surnames.collins/1475.2/mb.ashx, "His mother" is inscribed on Granny's headstone, but the inscription is not visible in the picture. RLD.
