Maj. Gen. Blanton Winship was the Army's top lawyer during the early years of the Great Depression, but he also was a combat hero who won the nation's second highest award for valor. "His military service was a little unusual for a judge advocate," said Col. Frederic L. Borch III, a current Army attorney who studied Winship's life. "He was an expert on military law, but he was also a genuine war hero." The Fort Carson, Colo., and Fort Gordon, Ga., Web sites characterize Winship as a judge advocate "who could 'do it all' … a Georgia native and graduate of Mercer University's Law School, [he] commanded two infantry regiments while also serving as judge advocate of the First Army," on the Western Front in France during World War I.
Winship was born in Georgia in 1869 and obtained a bachelor's degree from Mercer in 1889. He was awarded a bachelor of law degree from the University of Georgia in 1893 and practiced law in his home state. The surge of patriotism that accompanied the outbreak of the Spanish-American War prompted Winship to join volunteer forces as a captain of the 1st Georgia Infantry. After three years of fighting in the Philippines, he became an officer in the regular Army and soon was an acting judge advocate. By 1904, he had reached the rank of major. Winship held legal positions of increasing responsibility until 1914, when he began teaching law at the Army Service School at Fort Leavenworth, Kan. In December 1917, he sailed for France where American troops were joining the world war. In France, Winship, a colonel, appears to have held three jobs simultaneously - judge advocate for the First Army, and commander of the 110th and 118th Infantry Regiments of the 28th Division. He led the regiments when they fought in some of the war's major campaigns. "His holding two commands at once was a sign of how highly [U.S. commander Gen. John] Pershing regarded him," Borch said. Borch, author of several books about military law and Army decorations, said Winship's Distinguished Service Cross likely was awarded for his overall service rather than for a specific action. "The citation is very vague," Borch said. It credits Winship with "extraordinary heroism in action near Lacheussee, France, Nov. 9, 1918," two days before the armistice.
Winship's postwar legal achievements include duty as the Army's top lawyer, as a major general, from 1931 to 1933. Winship retired in 1933 and was appointed by President Franklin D. Roosevelt to the post of colonial governor of Puerto Rico. The move was widely viewed as an effort by the United States to quell militant sentiment for Puerto Rican independence. Puerto Rican nationalists resented his leadership, and in March 1937, the acrimonious relationship between the United States and the island reached its peak. On March 21, 1937, Winship ordered police to put down a rally in the city of Ponce. In what Puerto Rican nationalists call the "Ponce massacre," police fired on the crowd, killing between 20 to 22 people, according to various accounts. About 120 people were wounded. Winship served as a territorial governor until 1939, and in 1940, the U.S. government granted citizenship to Puerto Ricans.
Winship returned to active duty during World War II. He became one of seven members of a military commission created in July 1942 to conduct a criminal trial of Nazi saboteurs arrested in the United States. The commission frequently is cited as a precedent for military tribunals now being scheduled for Afghanistan detainees held at the U.S. prison camp at Guantanamo Bay, Cuba.

In early January, thousands of jíbaros, the landless peasants of the island, walked out of the sugar cane fields of the Armstrong-owned plantation in Fajard. Their furious wildcat strike spread. The farmworkers were disgusted with their sellout leadership--and they sought out the Puerto Rican Nationalist Party, asking Albizu Campos to lead them. The Nationalists wholeheartedly threw themselves into the strike--and the combined movement shook the island.
The colonial rulers were terrified at the specter of a mass revolutionary movement. Agents of U.S. corporations formed the "Citizens Committee of One Thousand for the Preservation of Peace and Order" who cabled the U.S. President, Franklin D. Roosevelt, to report, "A state of actual anarchy exists. Towns in state of siege, police impotent, businesses paralyzed." General Blanton Winship was appointed governor to suppress the people. His top aide, the soon-notorious Colonel Francis Riggs, became the island's police chief...
The Nationalist Party called for a march to commemorate the abolition of slavery on the island. It was planned for Palm Sunday, March 21, 1937, in the southern city of Ponce. The local authorities first granted a permit and then, on orders from General/ Governor Winship, the permits were withdrawn. Hundreds of police were rushed to Ponce to carry out a planned ambush.
On the appointed day, PNP's youth group defied the ban on the march and lined up in ranks along Marina Street. About 80 young men stood proud, dressed as Cadets in black shirts and white pants. Then came a bold contingent of young women dressed all in white. Following them was a five-piece band playing La Borinqueña, the island's anthem. The crowd cheered.
Suddenly, police lines moved into place, both in front and in back. The cops were heavily armed--including a special squad of nine men with Thompson submachine guns. The unarmed youth stood their ground bravely, without panic. The police simply opened fire on the march, and kept shooting. Marchers, supporters, bystanders, even small children went down before the police bullets. Then the cops rushed the survivors, shooting some at point blank range, and clubbing others. Twenty-two were killed and over 100 wounded....
President Roosevelt refused to recall Winship. On July 25, 1938, Winship organized a military parade though Ponce to celebrate the U.S. invasion of 1898. It was intended as a show of force."
"1939: Puerto Rico Change in Administration. A shift in administration occurred this year when, on June 6, President Roosevelt appointed Admiral William D. Leahy, retiring Chief of Naval Operations, to succeed General Blanton Winship as Governor. During the course of his five years in office the latter had aroused almost universal political opposition. He had been openly critical of a number of Roosevelt measures which had incidental effects on the island's economy, namely, the Hull trade agreements, which had involved tariff concessions to Cuba at the sacrifice of Puerto Rican products; the Wages-Hours law which, without discretionary power to the Insular administration, seriously affected the needlework and other industries of the island; and the sugar quota, which needed adjustment to Puerto Rico's productive capacity. He also asserted that Puerto Rico received less than one-third of its fair share of Federal grants, only $57 per capita as compared with an average of $222 in continental United States, $141.50 in Hawaii, and $282 in the Virgin Islands. Unquestionably, friction between Governor Winship and Secretary of the Interior Ickes impeded satisfactory administration of the island's affairs. Governor Winship had had serious difficulty, moreover, with the Nationalists, the extremist independence party, who had tried to assassinate him. A lifelong resident of this area, Mrs. Young was born Dec. 12, 1911, daughter of John Wesley and Lola Dollar Wood. She was a homemaker and a member of Faith Baptist Church. She was preceded in death by her husband, Tommie Newt Young; a daughter, Linda Gail Young; and a son, Rev. Johnny Young. Survivors include a daughter, Patricia Robinson of LaGrange, Ga.; a son, Tommy Gene Young of Roanoke; one sister, Effie Lee Talley of Roanoke; two brothers, C. W. Wood of Wedowee and Gene Wood of Jacksonville; 13 grandchildren; 29 great-grandchildren; one great-great-grandchild; a son-in-law and two daughters-in-law. Grandsons served as pallbearers. Johnny Newt Young, 69, of Newnan, formerly of Randolph County and Butler, Ga., were Thursday, Jan. 25, 2001, at 2 p.m. at Center Chapel Baptist Church with the Revs. Tommy Gene Young, Derick Farr and Roger Robinson officiating. Burial was in the adjoining cemetery. Rev. Young died Tuesday, Jan. 23, at Peachtree Regional Medical Center, Newnan. He was born in Randolph County on Dec. 10, 1931, son of Tommie Newt Young and Annie B. Wood Young. He was an Air Force veteran of the Korean War and a graduate of Jacksonville State University and Auburn University, with a degree in business management and accounting. He was a former pastor of Forest Home, Corinth, and State Line Congregational Christian churches. He had been employed as a comptroller with Bibb County and was a member of Forest Home Congregational Christian Church. He was preceded in death by his father, Tommie Newt Young. Survivors include his wife, Geraline Frances Young of Newnan; three daughters, Sharron Jones and Sharain Young of Newnan and Shacklyn Poague of Senoia, Ga.; three sons, Dr. Shan Young of Jacksonville, Swain Young of Newnan and Shaphan Young of Brooks, Ga.; his mother, Annie B. Young of Roanoke; a sister, Patricia Robinson of LaGrange; a brother, Tommy Gene Young of Roanoke; 16 grandchildren and one great-grandchild... Pallbearers were Randy Ivey, Randy Jones, Josh Hodnett, Derick Farr, Tim Robinson and Matt Poague. Honorary pallbearers were Sye Young, Sirvell Young, Brandon Poague, Tyler Poague, Clayton Jones, Seth Young, Seaver Young, Rhys Young and Kyler Hall.
